Pastoral Community Development Project III, Ethiopia

The World Bank initiated the ‘Pastoral Community Development Program’ (PCDP), to facilitate local development in pastoral and agro-pastoral areas, and to overcome the challenges faced by the pastoralist communities of Ethiopia. PCDP III aimed to ‘improve the access to community demand-driven social and economic services for pastoralists and agro-pastoralists of Ethiopia’

The team member at WhitePeak was engaged by the Bank to evaluate the performance of the project by developing an ‘Implementation Completion and Results’ report (ICR). To present a comprehensive report, the team at WhitePeak conducted ‘Key Informant Interviews’ (KIIs) with project stakeholders; and performed the analysis of the ‘Project Appraisal Document’ (PAD), the impact evaluation reports; and the aide memoirs prepared by the Bank during the ‘Mid-Term Reviews’ (MTR) & ‘Implementation Support Missions’ (ISM). The report assisted the World Bank:

• To improve development effectiveness through a continuous process of self-evaluation, lesson learning & application, sharing of knowledge, and assessing the accountability for results
• The lessons learned and recommendations provided in the ICR improved the quality and effectiveness of Bank loans/credits for follow-on operations
• The assessment of the borrower’s/stakeholders’ participation in the ICR was used to enhance the upcoming projects’ designs, preparation, and implementation
