The team member at WhitePeak was engaged by World Bank Afghanistan to provide technical assistance for the Project. This was carried out through a combination of interviews with the project team and rigorous secondary research. The project objectives were to lead the formulation of the Project Implementation Manual and Matching Grant Manual. The final deliverable included: 

• Lead the  formulation of the Project Implementation Manual based on the Project Appraisal Document 

• Develop  the Matching Grant Manual which would guide the operationalization of the Matching  Grants in the project

• Present the Manuals to the World Bank and Government Teams
