Horticulture Value Chain Project, India

Client: United Nations Development Programme

February 2018

Multiple state governments in India, such as Uttarakhand and West Bengal among others, wished to strengthen their initiatives, programmes, and institutional capacities so as to improve the competitiveness of their Horticulture/agri-business sector through innovation and market linkages. In this respect, a Project Management Unit (PMU) was conceptualized to offer a set of value chain interventions and provide hand-holding support to farmers.

The team members at  WhitePeak were engaged by UNDP to provide secondary research inputs and design the programme proposal for the two states. The proposals included a sector strategy for horticulture value chain development, covering end-to-end solutions linking farms/farmers to markets.

The final proposal included

  • A thorough and comprehensive analysis of the Horticulture sector in the state, highlighting the opportunities and constraints
  • Clearly defined activities and interventions that the PMU will work in the two-year duration with timelines tied into a work-plan
  • Proposed the team composition of the PMU along with the roles & responsibilities of each technical expert in the form of Terms Of Reference (TOR)
  • Produced a detailed indicative set of costs and budgets for the three-year project timeline.
